High Country Fly Fishers Partners with Utah DWR on Weber River Cross Over Project
High Country Fly Fishers (HCFF), a Trout Unlimited Chapter, in cooperation with the Utah Division of Wildlife Resources (DWR), is working to improve safe, sustainable river access along the Weber River through the Weber River Cross Over Project. This initiative replaces aging wooden fence crossovers with durable steel structures, ensuring continued public access while protecting private landowner rights and infrastructure.
The Need for Crossovers
The Weber River between Rockport and Echo reservoirs is one of northern Utah’s most popular fisheries. However, much of the river runs through private property, where access is limited. Over the years, access has been secured through state easements tied to river improvements, or by voluntary landowner permission—permission that can be revoked at any time. The growing popularity of fishing, including guided trips, has increased pressure on these voluntary arrangements. River access continues to be the focus of legal disputes and community dialogue.
To protect landowner fences and gates while enabling access, 20 fence crossovers have been installed along approved access points, primarily through the DWR Walk-in Access program. These crossovers—essentially ladders with handrails—allow recreationists to cross fences safely and respectfully.
The Shift to Steel Crossovers
Since 2015, HCFF has led efforts to maintain and replace the crossovers. Wooden crossovers typically last 3-5 years but require regular maintenance and can become unsafe as they age. In response, HCFF began transitioning to galvanized steel crossovers in 2022 to improve durability and reduce maintenance costs.
As of June 24, 2025, 16 of the steel crossovers have been fabricated and installed, with funding secured for the remaining 4.

How Access Works
These crossovers are installed only where landowners grant permission.
